There is a fair amount of confusion around CBD and the law in the UK. Mostly this stems from the majority of cannabinoids being listed as controlled substances under the Misuse of Drugs Act.
CBD is not on that list. CBD is completely legal as long as it contains less than 1mg of THC.
Prior to Brexit the rule was that CBD had to be derived from an industrial hemp strain that is EU-approved. Obviously, this has changed now. However, CBD continues to be legal in the UK so long as contains no (or negligible) THC.
As a result, cannabis oil - which naturally has a fairly noticeable level of THC content - is probably not legal in the UK.
Hemp growing rules
Due to the similarities between cannabis and industrial hemp, the cultivation and sale of hemp requires extensive permits that can be hard to obtain. This is why almost all CBD is sourced from America.
The CBD itself is legal so can be imported without the restrictions on growing and refining in the UK.
